Transportation Planning Section

The mission of the Transportation Planning Section is to plan for the current and future transportation needs of the community.

Transportation System Plan

The Section develops and maintains the City's Transportation System Plan, which determines the kinds of facilities and programs necessary to meet Salem's mobility needs. The Transportation System Plan has recently been updated. Click here for more information.

Transportation Planning Studies

The Transportation Planning Section participates in regional transportation planning studies and conducts studies on special topics as directed by the City Council.

Current Transportation Planning Studies

Salem River Crossing Project

This project will develop solutions for crossing the Willamette River in the Salem-Keizer metropolitan area that meet transportation needs, are compatible with the built and natural environments, and have broad community and regional support. The project will develop an Environmental Impact Statement (EIS) and a funding strategy to move the identified solution, or solutions, toward construction. The City of Salem and the Oregon Department of Transportation are jointly conducting this study. Click here to access the Salem River Crossing web page (www.salemrivercrossing.org).

Southeast Salem Area Transportation Study (SESATS)

The City of Salem is collaborating with the Oregon Department of Transportation on a study of the State Highway system in Southeast Salem, including Highway 22 from 25th Street SE to Gaffin Road SE, and the interchange of I-5 and Kuebler Boulevard SE. High Priority Transportation Corridor—Broadway Street NE Design Work (Belmont Street NE to Shipping Street NE)

The High Priority Transportation Corridor refers to the Broadway Street NE/River Road N corridor connecting Salem to Keizer. This corridor is intended to serve as a prototype corridor for a series of low-cost improvements that will benefit both transit and automobiles. The current design work focuses on the section of Broadway Steret NE in the vicinity of Market Street NE and Hood Street NE. The study will identify what measures can be implemented to improve travel for all modes through this congested section of Broadway Street NE. Past Transportation Planning Studies

Central Salem Parking Study

In 2003, the Transportation Planning Section worked with other City departments and stakeholders to develop recommendations to efficiently manage the City's on-street parking supply in Central Salem (the area surrounding the Downtown Free Customer Parking District). These recommendations are presented in the Central Salem Parking Study Final Study Report (December 2003).
