WATER/WASTEWATER TASK FORCE MEETING


FINAL MINUTES
As approved 10/22/98

September 10, 1998

11:30 a.m. - 1:30 p.m.

Anderson Auditorium - Salem Public Library

1) CALL TO ORDER

The meeting was called to order by Councilor Wulf in the absence of Chair Councilor Burgess.

2) INTRODUCTIONS

Introductions were made. Members, staff, and citizens were in attendance. See attached sign-in sheet for partial member sign-in. Other members in attendance were Steven Anderson, Eleanor Miller, and Bob House.

Citizens in attendance included Carolyn West, Mark Fields, David Higgins, and Victor Dang.

Staff present included Floyd Collins, Frank Mauldin, Paul Eckley, Tim Gerling, Pat Dodge, Diane Dennis, and Jack Merritt.

Also present was Eric Rothstein from CH2M-Hill.

3) CITIZEN INPUT

None at this time.


4) MINUTES

Minutes from the February 26 and July 9 meetings were distributed with the Agenda for today's meeting. It was decided that everyone needs to review them so they would be held for approval until next meeting.

5) WATER/WASTEWATER COST OF SERVICE ANALYSIS (COSA)

Jack Merritt introduced Eric Rothstein from CH2M-Hill who presented information on Wastewater User Characteristics. He provided a basic overview of the COSA process, wastewater system cost allocations, wastewater classifications and user characteristics, customer classification direction/analysis, user characteristic analysis, policy considerations and next steps, and system development charge (SDC) information. He presented detailed information regarding each of the above segments which was presented with overhead materials (copy attached). There were questions and some discussion throughout the presentation.

Next steps in the process:

_ Identify shifts in revenue responsibilities by customer class: water, wastewater

_ Present uniform volume cost-of-service based rates by customer class: rate levels, sample bills.

_ Consider rate design, rate transitioning, and rate implementation issues.

6) SDC BRIEFING

Eric Rothstein presented an update of System Development Charge (SDC), including some background and the scope. Also presented was an overview of Oregon legislation, the reimbursement fee calculation, SDCr asset valuation update, the methodological approaches, improvement fee calculation, SDCi scenario summary information and methodological approach, policy considerations and a recommendation summary. Also included were recommended residential and industrial reimbursement and improvement SDCs.

7) OTHER

JB Summers made some announcements regarding dates and times for various events, including the North Santiam Watershed Forum at the Community Center in Stayton, the Willamette River Celebration at Riverfront Park in Salem, and the Willamette Confluence event being held at Willamette University.

Floyd Collins announced his resignation from City of Salem employment. Councilor Scott included a thank you to Floyd for all the work he has done.

8) NEXT MEETING

Next meeting is tentatively set for September 24.

9) ADJOURN

Meeting adjourned at 1:00 p.m.
