Franchise Utility Permitting
The City of Salem currently has agreements with the following franchise utility operators and institutions for the right to locate pipelines, conduits, and other operation devices within the public right-of-way. The use of public right-of-way provides these companies the most efficient and direct access to customers and/or ancillary facilities and they are required to pay a fee for this use of the right-of-way.
- Portland General Electric
- Salem Electric
- NW Natural Gas Company
- Qwest
- Willamette University
- Salem Hospital
- T-Mobile
In addition, Development Services staff reviews construction plans and inspects the installation and/or repair of the facilities within the right-of-way owned by these companies so that the conflict and damage to the public utilities (water, sanitary and storm sewer, and streets) is mitigated.
