Housing Options


Salem Housing Authority programs offer services to low-income seniors, families and persons with disabilities.  To be eligible for assistance, household income cannot exceed limits varying from 30% to 80% of the Salem-Keizer area median income (about $44,400 for a family of four).  Learn more about the Program Eligibility Guidelines for various housing assistance programs.  View a General Housing Programs Brochure for an overview of SHA programs.

Emergency Assistance Programs

SHA provides rent and security deposit assistance to eligible households experiencing an unexpected reduction in income or increase in living expenses.  The programs are designed to prevent families and individuals from becoming homeless. 

SHA also sponsors the Emergency Housing Network, a consortium of community organizations in the Salem-Keizer area that meets monthly to discuss options for homeless or about-to-become homeless familie or individuals.   SHA is currently accepting nominations for the Homeless Voucher Program.  Referrals must be made in writing by representatives of agencies or organizations that are participating members of the Emergency Housing Network (EHN).  Read the latest issue of Network News to find out more about the Emerency Housing Network.

Section 8 Housing Choice Voucher (HCV) Program

The Section 8 Housing Choice Voucher (HCV) Progam provides subsidized vouchers to eligible participants to rent from private landlords. The HCV program serves approximately 3,000 households in the Salem-Keizer area. The voucher pays a portion of the rent and the participant household pays 30 to 40% of income for rent and utlities. Section 8 Moderate Rehabilitation Program

Private property owners participating in HUD's Mod Rehab Program have rehabilitated rental units in the Salem-Keizer area.  SHA refers eligible housing applicants to these properties when there are vacancies.  The Mod Rehab program has been phased out since the 1990's, and SHA currently refers applicants to only three Mod Rehab properties.  One property is a 10-unit apartment complex with 1, 2 & 3 bedroom units.  The other two properties are Single Room Occupancy units for  eligible single women. The complexes feature handicapped accessible units and furnished sleeping rooms with shared kitchen, restroom and community space.  Priority is given to homeless women, although single non-homeless women may apply. Tenant rent is based on monthly income as determined by program regulations.  All utilities are included (excluding telephone).

Public Housing Program

The Salem Housing Authority owns or operates 337 apartments and homes for families, seniors and persons with disabilities under the HUD-funded Public Housing program. Of these, 188 units are found in seven apartment complexes located in various Salem neighborhoods. The remaining 87 units are single-family homes and duplexes located throughout the Salem and Keizer area. Tenant portion of rent for all Public Housing is based on 30% of adjusted family income. Family Self Sufficiency Programs

SHA has formed community partnerships to offer services to participants that encourage and pomote family stabilization and self sufficiency.  Eligible participants set goals to achieve family stablilization, long term independence from government assistance, and homeownership goals.  Learn more about Family Self Sufficiency Programs and Other Client Services.
