On November 20, 2006, the Urban Renewal Agency approved the sale and redevelopment of the 295 Church Street property, a vacant half-acre lot occupying the southeast corner of the block between Church and High Streets SE, to Cascadia Development LLC (Cascadia). 

Cascadia will construct a five story building with three floors of residential, including a condominium unit for Salem’s public access TV station Capital Community Television  (CCTV), a new facility for the City of Salem Information Technology Department (IT) in another condominium unit, and a small privately owned retail space.

The new IT facility and CCTV studio will serve as anchor tenants for the redevelopment of this key downtown property, providing IT with more efficient space and CCTV with space for growing programming.

Construction will be completed by January 2009.

Funding for this project includes current Mid-Willamette Valley Cable Regulatory Commission capital reserves and future public, education, and government funding allocation; Pringle Creek Urban Renewal Area funds for the feasibility analysis, development of designs, and cost estimates; and proceeds from the sale of Agency and City owned properties in the vicinity.
