3. PUBLIC COMMENT: (Comment on specific agenda items other than public hearings, deliberations and the merits of land use issues that are reviewable by Council at public hearings. Each person’s comments will be limited to three minutes.)

4. ACTION ITEMS:

(a) 295 Church Street Project Change Order for Second CCTV Studio Build Out - Ward 2 - Councilor Tesler - CAN-DO (UD)

Recommended Action: Staff recommends that City Council approve Change Directive # 6 (Attachment A of the staff report) to build out Studio 2 for the future use of Capital Community Television at the 295 Church Street project.

(b) Old West Salem City Hall Tree Issues and Recorded Restrictive Covenants - Ward 8 - Councilor Clem - West Salem (UD)

Recommended Action: Staff recommends that City Council authorize the City Manager to execute a termination of Restrictive Covenants for the old West Salem City Hall.

5. PUBLIC HEARINGS: (Includes deliberations and deliberations from hearings held over from previous meetings). Public hearings will commence no later than 7:30 p.m.

(a) Engrossed Ordinance No. 4-08 Relating to Signs, Making Certain Housekeeping Changes to the Salem Sign Code (CD)

Recommended Action: Staff recommends that City Council consider adoption of engrossed Ordinance Bill No. 4-08 which deletes the permit exemption from the Sign Code for signs inside stadiums and sports facilities, and adds language limiting the use of such signs during events where spectators are in attendance and advance engrossed Ordinance Bill No. 4-08 to second reading for enactment on July 28, 2008.
